Required Information to Release Vehicle
Valid Insurance: You need to have valid insurance for the vehicle you're acquiring.
Title Limit: The title must not be signed longer than 15 days prior to the acquisition.
Registration Validity: The registration should be within one month of expiration, and it must be valid.
Notarized Letter: If you're not the registered owner, you need a notarized letter from them. This letter should include their driver's license information and vehicle information( Vin or Plate) that they're authorizing you to pick up the vehicle. It must also mention the current title or registration and current insurance status.

Authorizing Someone Else to Release Vehicle
A person who is not the registered owner may pick up the vehicle or remove property from the vehicle if they have a notarized statement from the registered owner that includes the following:
RENTAL CARS
To release a rental vehicle, a person must present the rental agreement and the matching ID or Driver's License on the agreement.
In some cases, the rental company must be notified by the renter, and the vehicle will only be released with a faxed authorized letter from the rental company naming who can pick up the vehicle.
